Above 2-year Forecast Graph shows comparison of Forecast deviations from the mean vs Actual events for South Mexico for years 2012-2013. This graph does not take account of the different directions of the sun and moon for each forecast which might also have an effect - the difference can be seen in the graph below. According to the above graph, the period in November to December 2013 should be fairly active

The above 2-year graph shows deviations of forecasts from the mean for South Mexico for the period 2012 to 2013 taking account of the direction of vector acceleration of sun and moon at the time of the forecast so that eastward pull counts positive and westward pull counts negative. According to this graph, the period from November to December should have two peaks in Mexico.
